About the Project:
Terre des hommes (Tdh) developed the digital tools for the rural areas to improve the quality of healthcare for children under the age of five. Tdh has been working on the Integrated e-Diagnostic Approach (IeDA)programme in Burkina Faso since 2010, a digital healthcare solution which aims to improve the Integrated Management of Newborn and Childhood Illnesses (IMNCI) through the digitalization of the WHO/UNICEF clinical protocol.
A pilot rollout of IeDA in India was initiated in Ranchi District of Jharkhand State in 2020. A total of 4,210 children up to August 2022 were classified with danger signs where no mortality was reported due to timely detection and counselling of caregivers. Based on the pilot success, the project was approved by Government to scale up IeDA to cover the entire state.
Today, IeDA includes both consultation tools (to assist with diagnosis and treatment, improve the quality of care, and provide e-learning) and tools to assist with the management of the health information system (dashboards for various indicators, quality improvement processes, data collection and analysis). With the aim of creating sustainable impact on the quality of care provided to children, Tdh works closely with the Ministry of Health, the key players in the health system, and research institutes.
About the Position:
Reporting to the Project Director– IeDA, the Deputy Project Manager will support the Project Director in providing technical support and guidance to Tdh’s implementing partner’s IeDA project team, to ensure that the IeDA project activities are implemented smoothly and as committed to the donor. Monitor, in close collaboration with the actors of the health system, the Tdh programs and the deliverables to achieve quality and timely project objectives. Identify the difficulties that can hinder the implementation and recommend measures to overcome them. The Deputy Project Manager in close collaboration with the Project Director will help facilitate networking, advocacy, and partnership relations in India, with actors from the government and national and international partners.
The Deputy Project Manager will be based in Ranchi and will take the assignment in the field whenever required or requested by Head of Country Office (HoCO)-India.
Reporting: Reports to Project Director – IeDA
Duration of assignment:Initially for a period of 1 year with possibility of extension as per project requirement and subject to donor support. Probation period is 3 months from date of joining is applicable.
Main Responsibilities
The Deputy Project Manager – IeDA will work closely with the Project Director – IeDA to provide technical, managerial, and strategic support to project staff and stakeholders for achievement of the project objectives: 1. Ensuring effective partnership management – Provide support in planning, implementing, and documenting the project. – Monitor training programmes for health care workers (ANMs & CHOs) with support from the partner team for quality. – Support the government for Quality Improvement (QI) / performance improvement of the healthcare workers (ANMs). 2. Optimizing the human resources management of the project (field team) – Design of the staff performance optimization plan for the project implementation team. – Provision of team resources to support the projects and the delegation of India (and more specifically the health team) – Monitoring of the staff performance optimization plan – Periodic assessments Implementation and monitoring of the training plan – Monitoring of the program’s HR needs. 3. Implementing the Advocacy Initiatives of the project – Provide support for planning and executing meetings and workshops with government functionaries and other key stakeholders at the district, state, and national levels. – Support the IeDA Project Director in project representation and advocacy activities. – In coordination with the IeDA Project Manager, support the government at the end of the project to analyse performance data from the clinics, share good practices and propose corrective actions. – Support in organising results presentation workshop at the end of the project where lessons learnt and steps for scale up of the IeDA application will be explored. 4. Financial Management & Accounting – Provide active support in monitoring expenditure and review of the project budget. – Monthly coordination with the partner team for partner budget monitoring and any issues related to project budget planning. – Sharing immediate information with the Line Manager when a major change in the budget is needed or over/under expenditure is probable. 5. Promote Tdh’s specific values ??and policies: – The application of the Child Safeguarding Policy. – The application of the anti-fraud / corruption policy. – Application of the safety and security policy. – The application of the policy for reporting any abuse. – The application of administrative and financial procedures 6. Expected qualification and experience:
Qualifications / Experience
Essential:
- Degree in Medicine/ BDS/ BHMS/ BSC Nursing/ MSW/ Public Health /Graduates with a minimum of 10 years of experience working in Rural Health in a technical / Managerial role in, experience in I/NGO sector preferred.
- Good communication, planning, coordination, IT, and documentation capabilities.
- Hands-on experience of working directly with the government specifically NHM is a must.
Preferred:
- Demonstrated understanding of the health administration setup in Jharkhand
- Demonstrated experience and knowledge of maternal and child health programs and policies in India.
- Demonstrated expertise in strategic program planning, implementation, and Technical Assistance provision.
- Knowledge of the basic principles and practices related to management of Digital Health ecosystem in the country
